Primary Purpose: Reporting to the director of Facilities Operations, this position is responsible for the day-to-day management and performance of abatement, remediation, and encapsulation of asbestos-containing materials and other obsolete building materials at all campus locations. This position requires experience and skill in building construction, and is primarily responsible to use these skills in abatement and remediation work. This position coordinates with and works under guidance from the University's Environmental Health and Safety Department (EHS). EHS has overall responsibility for regulatory compliance with asbestos and other hazardous materials regulations at ISU. This position is assigned to the swing shift; nominally, 2:30pm to 11:00pm with a flexible work schedule due to projects to be anticipated.
Key Responsibilities:
1. Provide supervision and oversight of ISU Facilities employees performing asbestos related work.
2. Project planning to include completing and compiling all required documentation and records and utilizing internal work request processes; i.e. generating and completing scopes of work (work plans) for abatement projects.
3. Perform asbestos and other hazardous materials inspections, to include taking samples of building materials for laboratory analysis and maintaining chain of custody standards.
4. Manage and perform carpentry and construction activities to remove building materials containing asbestos, lead-based paint, and other materials identified for special handling. Activities to include: use of glove bags and similar one-time containment methods to remove asbestos-containing materials, use of solvents and tools to remove materials, encapsulation of materials per project objective and decontamination of surfaces, tools, and equipment as required. Remove abated materials, tools and equipment from the buildings and sites immediately following abatement.
5. Plan and construct barriers, containments, and enclosures using compliant methods to ensure particulate control. Install negative air provisions and work with HVAC personnel to manage occupied building airflow for safety before, during, and after abatement projects.
6. Ensure safety for all occupants of buildings and grounds while abatement work is in progress. Perform work safely and in accordance with ISU programs/procedures and regulatory requirements. Ensure safe work practices are used by self and other employees involved in abatement activities. May perform air monitoring under direction of EHS.
7. Report any unsafe work condition or practice to Maintenance Supervisors and ISU Environmental Health and Safety Department.
8. Compliance: Prepare federal notifications including Notifications of Demolition and Renovations, prior to abatement, for review and submission by EHS. Ensure work is performed in compliance with EPA, OSHA and Division of Building Safety regulatory requirements. Handle and dispose of all waste materials per regulations. Process waste paperwork, and coordinate with EHS the retention of waste records for compliance with regulatory agency requirements.
9. Respond to emergency on-call situations where asbestos may have been disturbed.
Minimum Qualifications:
1. Education: Associate's degree in safety, engineering, construction management or related field and 2 years working in the asbestos abatement field. In lieu of a degree, a combination of four years of education and experience working in the Asbestos abatement field.
2. Strong written and verbal communication skills.
3. Strong technical skills - Spreadsheets, office software, and facilities management software.
4. Two years supervision of 2 or more full time employees.
5. Three years OSHA / AHERA/NESHAP compliant safety programs experience.
6. Ability to obtain 40-hour AHERA Asbestos Contractor Supervisor certification within 90 days of hire.
7. Ability to obtain AHERA Asbestos Inspector certification within 90 days of hire.
8. Ability to bend, stoop and climb ladders; lift and/or otherwise move. Ability to lift 50 pounds. Ability to wear a negative pressure respirator.
Preferred Qualifications:
1. Degree in safety, engineering, construction management or related field and eight years working in the asbestos abatement field.
2. Possess current 40-hour AHERA Asbestos Contractor Supervisor certification.
3. Possess current AHERA Asbestos Inspector certification.
4. Experience developing procedure and work plans.
5. Five years' experience supervising 5 or more full time employees.
6. Experience working in educational environment.
7. Ability to provide construction and trades direction and training to others, and have the ability to evaluate the construction and trades performance of others; identifying, procuring and organizing materials and equipment necessary for construction projects.
8. Ability to read and interpret plans, specifications and blueprints; using and maintaining building trades hand and power tools.
9. Five years annual budget management of 250,000.00 or more.
10. Experience with Hazardous Materials Management.
11. Three years' experience with team building, customer service and respectful workplace in team environment.
12. Training in lead and mold remediation.
Priority consideration will be given to applications received by July 15, 2019.
However the position will remain open until filled. Salary has been approved at $54,600 annually, commensurate with education and experience. Includes a competitive benefits package. Offers of employment may be conditional pending successful completion of a background investigation.
